The Congress run, UPA Govt. era saw a shocking run of terror attacks, one after the other, the worst of these attacks was 2008 November. This attack came to be known as 26/11. These are by now well known facts. (Decade of Terror)

In the wake of these terrible attacks, the worst on Indian soil, Digvijay Singh released Aziz Burney's book: 26/11: RSS ki Saazish", not once but twice in December 2010.
Why did he do this and why did the Congress Party merely disassociate itself from this?

Yet Rahul Gandhi told the American Ambassador that Hindu Terror was the main threat and Jihadi Terror was not the real threat to India.
Then Digvijay Singh released Aziz Burney's book: 26/11: RSS ki Saazish", not once but twice.
Further events have followed this finally creating a narrative of Hindu Terror which did not exist.

This is is now April of 2019. The nation appears secure, Indians go about their daily business and
enjoy their lives. The last 5 years have largely seen an ocean of peace within civilian areas of India. Barring a few attacks in Jammu and Kashmir and on the army and military, India has witnessed a calm which wasn't quite the case until a few years back.

It now seems so odd that the Congress and UPA Government could not control such attacks, what was the issue? Why couldn't they control such attacks? Is it purely because the Modi Govt. is much better or is there something else?
